7. Eligibility

A team shall consist of players who were born before 1 April 1954 and who register for the Japan Football Association in 2014.

8. Number of Participating teams

The participating teams will be the following 16 and determined by Sunday 27 April 2014

1) One team from each of the nine regional associations: Nine teams.
2) One team by the ratio allocation based on the number of registered teams (teams and players) in the previous year: One team (Kanto Football Association)
3) Host Prefecture: One team (Shizuoka Prefecture)
4) “Diffusion” Spot: Five teams (Tohoku, Kansai, Chugoku, Shikoku, and Kyushu Football Associations)(Tokai is allocated the spot in 2015)

(One team from each of the five regional football associations except the host region will be selected. Starting from Hokkaido, the spots are allocated in order. If a region is the host and receives a “Diffusion Spot” at the same time, the right for the “Diffusion Spot” slides to the next year.)

9. Tournament System

1) First Round: 16 teams, drawn into four groups of four, play league contests, and first-placed teams (total of four teams) in each group will advance to the final round.
The rankings in the first round are determined by winning points: win 3, draw 1, and loss 0.

A team who obtain higher number of points is placed higher in the table. If the winning points obtained are even, the following criteria are applied to determine the rankings in the descending order:

a) The total goal difference in all matches (Total goals scored – Total goals conceded)
b) The total number of goals scored in all matches
c) The match result between the teams in question (Win or loss)
d) Drawing of lots (With representatives from both teams in question in attendance).

2) Final Round: the champions, runners-up and third-placed teams will be determined by the knockout system among four teams. No third-place match will be held.

Awards

First-placed teams in each group will be awarded a certificate and trophy.
